60-70 charger flip top gas cap

I have a 69 Charger and I popped open my gas cap and the spring came loose. I also dont have any ideal on how to screw the seal back on the gas cap itself!! Do I need a special tool or something? As you can see the Philips head screw is loose inside the seal and I cant access it through the other side through the small hole. Is there a way to access or some kind of tool that I have to use?

I finally figured it out. I just drilled a bigger hole to fit my screwdriver and screwed it back on! Also, this was the reason why my car was bogging out and could not start!! The gas cap seal was not sealing!! Now my car starts!! Whew!!

I think yours is broke,this is mine and I dont see how you can take it apart. Could be a large rivet that holds it together.
