Will a 65 belvedere front cap fit on a 63

Yes, 63, 64, 65 front clips will interchange. 63/64 hoods are nearly identical. The cowl on the 63 is different. But the section along the hood and fenders is the same. Doors are similar. 63 latch assy and vent frame shape is different.
