I'm not so certain. Looks to me like it could just be normal wear from the drivers side.
A good picture of the drivers side would certainly help decide.
Don't forget I'm one of the "rust belt" experts.

And I have parted out a lot of early b bodies over the years LOL

the wiper pivot seal is the culprit in rusting out the floor and the cowl along with leaves clogging the drain flaps
