64 Polara Fender Tag

I’m continuing to work on my 64 Polara 500 that I pulled out of the barn earlier this year and I’m wondering if anyone can help me decode the fender tag. I pulled the 318 poly and found the number on the block does not match the vin. I’m surprised with how rusty this car is that someone would have went to the trouble of putting another engine in. I’d think it is originally a 318 car, but curious now. Here is a pic of the fender tag if anyone has any ideas. I searched around the web and I couldn’t find anything definitive.

A 64 will not have the VIN stamped on the block so it shouldn't match the VIN.
Can you post a picture of what you found?
