Here's what I think is a complete set of set belts for a 68 or 69 bucket seat car. I see retractors & lap belts ( with black floor boots & bolts ), 3 rear females & 3 males & both shoulder belts with caps. Some were originally black & blue ? Both retractors work & all 5 clasps have good springs that lock & unlock. These aren't great by any means but could be cleaned up better & redyed or use them as they are for a budget build.
