This may sound dumb but are the taillights supposed to be lit when the head lights are on? According to the wiring diagram the only wires there are for turn signal and brake light.

yes always. they should be on with the parking and headlights on.

Yes, as previously mentioned..the tail lights should be on when ever the parking lights/headlights are on.

Your turn signal/brake lights are routed through your turn signal switch, which also has the wire/signal from the headlight switch to engage the tail lights when your parking/headlamps are selected.
 
fixed it, previous owner had for some reason wired things up backwards and tied lights together, when I corrected it, the tail light fuse kept blowing after tracing out the 2 wires for that fuse i found out the cig lighter was grounding out. Took it out all is good 5 solder splices later, then checked e-flashers and they didn't work so started at switch which just needed some sanding on the cooper contacts then found the relay was out. found a spare in what is left of the glove box but when installed caused the passenger tail, stop and turn light to go out! wrong relay!! man I wished mopars were owned by real mopars guys/gals.

Does anyone know were I can get the timer relay for the ignition switch curtousy lamp? I saw one on ebay but they wanted a lot.
 
You might want to try your local dealer. These things were in tons of cars for about twenty years. The part number is 2889565 and it is called an ignition lamp thermal time delay relay.
