70rr horn continuesly blows

I got my steering column assembly installed last spring ,i bought a used 70 steering wheel and installed it and it blows continuesly,i put a new horn switch and still blows. is there some type of insulator on the steering wheel that could be missing. i just un-hooked it it last summer but i want to fix it this spring. it seems like when i put it on last year their was some type of plastic ring under the blinker cancel that was cracked and pieces were falling off it.any help appreciated.
 
You are on the right track, that happened in my 69 Rr, but only when I made left hand turns. One of the {3?) mounting screws was grounding when the wheel turned.
 
Yeah most likely it's how you got it together. I had the same issue. One of the bolts is grounding. Take apart slowly and see where issue is a rotate the assembly. Should fix
 
I had a similar problem when I replaced my steering wheel with a repro Year One item.

Their signal canceler 'spring' (the metal bent piece that knocks the plastic switch to turn the signlas off, was too long. I compared it to my original wheel and it was maybe 3mm too long. SO I just ground the end of it down a bit. Problem solved.
 
There is a insulator between the wheel and the horn assembly, I made one out of gasket material. If you are missing this the horn will blow steady
