I need the top cover plate and the spring clip thing that holds it all together.

I'd even buy the whole coupler assembly if that's what you have.
 
Mega Parts has all that new, look under steering column parts of the Interior section.
 
I have the top cover plate (pics below) and 99% sure I have the spring clip but not pictured.

$10.00 for both + shipping.
