advice needed on 69 charger tail panel

I want to try and patch a tailpanel and need some advice...
I am trying to decide if it would be best to remove the buckets and patch. Or leave the buckets on and patch as best I can.

On the back side, the pitting rolls around the corner and goes right to the edge of the bucket

How hard is it to remove the buckets?
 
Can't help with advice on removing the buckets. My panel didn't look that rough but most of the rust on mine was in between the seam of the buckets and the tail light panel, after looking at it for a while I decided for the price of a new one it just wasn't worth it. The AMD panel was a nice fit although the tail lights needed a little tweaking to sit evenly. I'm sure you'll figure out how to fix yours though haha. Good look
