I guess people around here (Baja California Sur, Mexico) steal 'em.

That happened here about 15 years ago when the price of steel went through the roof for a short period of time.

Manhole covers all over the city were going missing at night. My friend's new drain covers outside their shop were stolen also. The scrap dealers need to be prosecuted for accepting them - that makes them an accessory to a crime if unreported and they pay out on them.

Scrap dealers absolutely need to be held accountable.. If they asked questions the whole thing would stop... We had a bridge stolen in my area.... And I'm not talking about a little 10' span over a creek... This thing was 80-100' it crossed over a good sized river but it was on a semi-remote road without much traffic... It looked sorta like this but probably 50% longer....
