Sounds like a "WTF is wrong with the government" TV news segment.

Can't hurt to try to contact someone at FCA/Stelantis and see what happens.
 
Okay, to answer the questions/comments I knew this would generate...
This didn't come from the clerk, two months ago the clerk gave him his plates, his registration, stickers... Everything accept the title... That has to come from Sacramento... Getting that was taking longer than expected so he called... They said he would be hearing from them soon....Three days later a packet arrived no title, documents saying he needed a Emissions Sticker & it had to come from the manufacturer....

We ordered a correct sticker from ECS, installed it & took the car for re-inspection... They refused to accept the sticker, they want a letter from the manufacturer... They want a receipt from the manufacturer on company letterhead for the emissions sticker and a receipt from an authorized dealer for installing the sticker.....

Absolutely insane...

And yes, in the past I've gone to different DMV's... Unfortunately this is in the stated computer, put there by a clown in Sacramento so every DMV is gonna have to satisfy it....
The only thing I could suggest is to contact Chrysler Historical, and explain the situation to them. I am not in a position to do something like you described unfortunately. I'm merely in the bowels of the ship pulling an oar.
 
over the years, when I didn't like the result of a given (Ca)DMV visit, and what the clerk was asking, was remedied by another follow up visit. sometimes, we get a different response by a return visit on another day with another clerk. one time, it was like pulling teeth to be able to abort/leave with my older vintage plates still in my possession, and sure enough, a visit a few weeks later resulted in successfully using those plates to register my vintage car. I have faith (which is a hope) those guys mean well, but if you don't like the result, you have the option to abort and try again later. sometimes, your county will have more than one DMV office, so you can try another office same day, if you're impatient but want results.

We may wind up having to reach out to them, Today we spoke with Stellantis customer assistance, which I knew was a waste of time, but it's documented so... Spoke with a rep from Cal Air Resources Board, waste of time, but he said the person at DMV is an idiot, the car is exempt.... Doesn't matter, they hold the cards... Spoke with an independent DMV Title guy, he said it's at a point he can't help.. (Knew That) But he suggested going directly to the main DMV in Sacramento & demand to speak with a supervisor... That's probably our next adventure...

We've done exactly that sort of thing in the past... Unfortunately this time it's not a problem created at the local level... The local DMV on the first visit gave my friend plates & stickers, told him everything was cool, he should see his title the mail in about a month.. Five weeks & no title so he called & was informed he'd be receiving something in the mail shortly... Couple days later he gets a certified letter telling him about the missed Emissions sticker & the title was on hold till he jumped through hoops... Every hoop is designed for a modern car, not something from the sixties... Local DMV's can't over-ride Sacramento...
