battery tray bolts question / plastic washers?

These plastic washer were on the battery tray bolts,is this factory? Bolts to bracket and fender apron for tray.. Ive never seen them before on any of my cars. . thanks Dave

My 70 beeper never had those just bolt and captive washer only

On my 69 the bolts in the tray have thinner heads. From what I understand so that they do not rub on the bottom of the battery ?

Just my guess
