The horn has to warm up a bit - hold the button down for a few minutes.

It’s just a regular horn. Doesn’t do anything special. The tone is supposed to sound like road runner if you push it twice. Beep Beep. In my opinion it doesn’t sound any different than any other horn. More of a marketing hype from Chrysler back in the day than actually something that sounded like Saturday morning cartoons.
