Brake issues

I bought a completely restored 69 Roadrunner a few years ago. Everything has been working fine. This year, when I got it out of storage, the brakes are not right. The brakes are as hard as a rock, and seem like they dont want to stop the car. Fluid level is good in the master cylinder.

The car has power brakes, and the booster looks brand new. I was talking to someone about it and they said it sounds like the booster went bad.

So I have a couple questions:

1. Can a booster just go bad from sitting over the winter?
2. Is there any way to check if it is the booster?
3. Is there anything else I should check or do?
4. How hard is it to change the booster? Can I change it without tearing the whole dash out?

Any help would be appreciated. Thanks in advance.
 
The symptoms listed describe a failed booster.

You could remove the vacuum hose from the booster and put a vacuum gauge on or plug it.
If you don't have a gauge start the car and remove the plug from the hose and slide our thumb over it.
The car will likely try to quit when you make the switch as it's a pretty big vacuum leak.
If it sucks pretty hard then the line is clear to the booster.
Likely the booster has a bad diaphram.
