The tab broke off where the wire connects to the horn. What is the best way to fix this?

Can't tell from the photo but I'd guess your only option would be to clean both pieces real well with a wire brush (brass if you have one) then use solder and flux to reattach the tab. You'll need to be quite generous with the solder to build up a good bond and even then that connection will be quite weak physically. If you can get that far successfully, I would take as much stress off the repair as possible by securing the wire harness to the horn bracket.
 
Or drill out the rivet and attach a new tab. This actually would require disassembling the horn, as the magnet coil wouldn’t enjoy the metal shavings inside.

I see horns in people’s dollar boxes at swap meets. A jumper wire in your pocket and the closest battery gets it tested for function.
 
It's either a hi-note or lo-note horn. I'd just as soon look for a correct replacement.
