Bumper brackets? #2123838 & #2123839

Came across a couple of bumper brackets and I don't have a clue what they fit. Has anyone got a parts catalog that goes back far enough to find out what they're for?

don't know part numbers real good,but do you have any pics.maybe that would give me or somebody else a clue.

with a prefix of "21" I'm guessing that they are for something early 60's
