My machine shop prepped the block for my 440/505.
I oiled the bearings and cam then slid the shaft into the bearings.
It went in fairly well. I am curious about how tight it should be.
With the cam gear installed it rotates fairly easily but does not "freewheel" .
Is that acceptable?

Sounds right. If it went in all the way that's a good sign. Most of the times when it will not the bearings need to be scrapped for clearance. If it turns easily by hand you should be good. It will not freewheel.
 
As long as it rotates freely without grabbing you will be fine. 440'
