Can VIN be something other?

The VIN on the 1968 Road Runner I just purchased is RM21H8A208484. My question is, is it possible that could be a VIN tag off a Belvedere or Satellite? When I looked it up the 'R' stands for Belvedere/Satellite but it looks like the second letter 'M' is what makes it a Road Runner.
Is that correct?
 
R is the bodyline series. the 2nd letter identifies the model. The M for the Road Runner as it's own separate model existed from 1968 to 1975.
 
R is Plymouth,M is priceline, 21 coupe. in 1968 The priceline was L for Low(BelvedereI),M for medium(Roadrunner),H for high(BelvedereII), P for Satellite.
 
"R" is B body Plymouth (Belvedere/Satellite)
"M" is medium price class which is used for Roadrunner and Super Bee

Why would you have purchased the car without knowing or paying the price for a RR if you weren't sure to begin with??????
I had already checked the VIN # but after getting the car and doing more research I found some differing opinions and documentation in books as to what it meant and wanted to get some input from the forum.

Good to check your VIN as I had a local GM guy try to sell a 69 RR coupe (RM21) with a hardtop VIN (RM23). I told him it was swapped out as the body numbers did not match. Greedy guy sold it as a real RR than was called out on it when the buyer called him up about the VIN being switched. He called me to ask what to do, well I told you so, freaking flippers.
