Car Cover or not??

Ive heard different opinions on this, so any help is appreciated. I do not have a garage, so ive been using a car cover. in heavy rains, the water still gets through. So, if the trapped water remains under the cover, it is making the chances of rusting better? Is it better to let the car get rained on, and allowing the remaining rain to evaporate? please share your thoughts/experience on this,thanks!

Get a tent. 300 bucks or so and a couple hours to assemble. Is cheaper than blistered or scratched paint from a cover. Put gravel down so the bottom stays dry.
