If it's the size I think it is it clamps to a distributor & gives you a visual reference for timing without a light.. I haven't seen that particular unit before but I have seen similar devices..

'degree wheel' maybe for old Flatheads (?)

not enough cam sticking out in more 'modern engines' like 55 & later
looks about the size of an old flatty crank snout (?)

yeah, it could be bigger & be a degree wheel for a specific engine...

7-1/2” degree wheel for a flathead.

Obviously, it’s no longer relevant, but it looks cool hanging in the workshop.

That's a Ford Flathead degree wheel.
FIL had one, now I do.....somewhere.
About 10" in diameter?
