cluster lamps not working

69 Roadrunner cluster lights do not work at all including turn signal indicators All exterior lamps work. cluster has new circuit board. new bulbs and sockets. new dash dimmer switch.

Double check the fuses the cluster and all instrumentation lighting is on a separate fuse. Also make sure the cluster and circuit board are grounded.
