I've had to help pull more than a few of those folks who park near the water off the beach. They would go to the boardwalk and hang out as the tide rolled in, and their car would be submerging by the time they got back.

You can come out here to Westport Washington and drive up and down the beach all you want. The beaches are actually part of the state highway system, The speed limit on Washington ocean beaches is 25mph and all regular traffic laws apply. I wouldn't drive any of my current vehicles on the beach just because of the salt, but I used to drive my old Jeep Cherokee on the beach whenever we were down there.

Daytona and the surrounding municipalities have an on again off again beach driving policy.

Depends on what year you're down here, whether it's allowed and where.

Up here anything to do with the great lakes is pretty much off limits. We used to be able to go out on the stamp sands up on lake superior just north of Houghton Michigan and have bon fires and play with Jeeps etc....they shut that down. I think about the only think left is Silver Lake Sand Dunes and they let you drive in the sand over there.

Being from Georgia and used to Gulf Florida and the beaches here, it was pretty jarring to do that out there.
I moved to Seattle. Drove to Ocean Shores beach. Didn't see it comming and all of a sudden there was the big rolling Pacific. Right past the tsunami warning signs. Drove on the beach. Sort of scary.

Currently driving on the beach in Daytona is allowed, just like the old days. There are about a dozen or so beach access roads running off Atlantic Blvd, open every day from morning until 5 PM. However, they do kick everyone off the beach when thunderstorms arrive, then they let everyone back on after the storm passes (this is a daily occurrence in the summer).
