Yes, original 1967 Dodge Coronet R/T models did come with sail panels that included sail panel boards
. These boards are located in the interior, positioned between the headliner and the package tray (rear seat shelf
 
Yes they go under the headliner. They are not like a 68-70 that are covered in headliner material. You just see the headliner all the way down the pillar.

There are cardboard pieces under the headliner that cover the pillars to make them smooth for the headliner to rest on.

Looking at the car and the pieces looks like they were glued in place.
