On my 67 gtx that has fender mounted indicators. Do the the speedometer left and right indicators work also or just the fender mounted ones?
 
I could be wrong and it could vary for different years, but I think BOTH should work!
 
My 66 Satellite with fender turn signal indicators had no bulbs and black tape over holes. I added sockets and bulbs with no problems. I'm the 3rd owner and cluster was never removed before, 100% sure.
 
Our 68 GTX had tape over the holes, no dash lights. Stick your hand up behind the dash and see if the holes are open. The will both work by the way.
 
all turning system is linked... The top of fender turning lights are just a splice from the main existant system. They work the same with or without top of fender indicators. Top of fender indicators are installed for the car drivers at the sides, not for the driver into the car
 
I have bulbs and sockets in the cluster but they are not working. I have poor bulkhead connectors, could it be related?

I would think you need to check dash wiring. Once it hits the bulkhead the wiring won’t return back inside.
 
If nothing in cluster (gauges) there is a metal strip that goes between top of cluster and dash as a ground. If it's not there or not put in right cluster won't work. Don't ask how I know. Not sure if it can be put in wrong.

Well maybe you have something there. I had that cluster out to replace the ac vacuum switch. It's possible it slipped when reinstalling, I thought it was only a reinforcement for the plastic bezel.
 
turning lights wiring on cluster are before the bulkhead. The further they could be is being spliced from bulkhead terminal, but no matter the bulkhead conditions, it won't be affected
