I have a conversation disc brake set up for my 69 Coronet rt I need to know do I have to change out the proportioning valve and the car is a manual brake car now .
 
Well, I am no expert and new to the disc conversion myself. In fact, I'm not even half way through my conversion as we speak.

Anyhow, Dr Diff sells a proportioning block that mounts at the stock location and does not require adjustment. The owner's name is Cass, and he has been fairly good about email response.

From my research, you could keep your portioning block and add an adjustable valve in line with the rear brake hard line. I read about many disc conversions that simply add the rear adjustment. Jegs and Summitt sell these valves.

I'd go Wilwood to the rear circuit and and nothing else in the rear line. That's 3 turns from fully turned in either direction ( closed or fully open ) with rear drums.
