Does Anyone Recognize this Piece

This piece came loose inside a ‘71 SSP I recently purchased. I do not see a part number, or pentastar, on it and do not see anywhere on the car it could fit. Does anyone recognize it? Thank you.

Splash shield should be driver side attached to front frame rail.The hole is for steering clearance. To keep road grime off the starter.
