I have a 7300 Dremel, I've had it for several years. I can't seem to get it to take a full charge anymore. It should charge up in three hours but even after 12 hours it doesn't have enough power to run under any kind of load. Does the rechargeable battery wear out and need to be replaced?

Yea, the batteries have a definite lifespan. Open it up and check the cells (probably one or more 18650s). Then buy replacement batteries. If more than one 18650, know that the ends are welded to each other. AliExpress.com sells $25 welders for this.
 
Amazon or walmart have tons of 7300 replacement battery options.
