Yes, they can be taken apart to straighten out the belts. I had to count how many revolutions I unwound the tension to get it back correctly. An extra set of hands to help makes it easier.

And a vise to clamp it in really helps. Sometimes, just drilling out the cover rivet and sliding the cover up off the metal retractor allows you to pull the seat belt all the way out to remove the twisted belt. Clean it while the cover is removed and lube if necessary. You may not have to do anymore disassembly of it. I've found all kinds of garbage in the retractors gumming them up. I've disassembled the front ones and they are not fun either.
