External Regulated Alternator Question

I have a new Powermaster 95 amp alternator with a new solid state regulator. It charges, but is erratic from 13 to 15 volts constantly. Checked at the battery, starter relay, and stud on alternator. All the same. The field wire going to the VR is anywhere from .1 to 12 volts and all in between. 11 volts on the other side of VR. I have the other field terminal grounded straight to the battery. Charging wire going straight to the starter relay. Any input I could check before going to a one wire setup? I tried 3 different VR’s and all the same. Maybe bad alternator if it’s that erratic at the back of the terminal itself? Thanks
 
"Full field" the alternator and see if it stabilizes. Should give max output. If it doesn't stabilize, alternator is suspect. Only do this long enough to see the results so you don't wreck anything. I don't recall how to full field a Mopar alternator but someone on here should be able to chime in with the how-to.
