Extra fender tag on 69 Charger. What is it?

My dads Charger that he bought in 1969 has this tag attached to the fender tag. Any ideas what it might mean? The guy that redid the paint had never seen it before and made sure to leave it in place. Thanks

Looks like a factory line inspection tag.

Yep. That style is typical of 69 Hamtramck plant. Other plants had something similar.
