Fender top blinkers

Maybe stupid question of the day. On my 68 Coronet fender top turn signal, when you remove the top screw and pull frame up and pull the post out of the fender hole, there is a sleeve that either works as an insulator or as a conduit for ground? It is mostly destroyed. I’ve cleaned what’s left up, and I know it’s the cause of my intermittent function of the light. What’s it’s purpose? Can you find them anywhere? Thanks..

The ground should be provided by the bracket sandwiched between the nuts and the fender.
