First Restoration Help 68 Charger

Hey, started restoring my 68 charger a couple weeks ago! Made a ton of progress so far but found the the car has definitely been in some form on a fender bender on the front passenger corner. Looks to me like a pretty sloppy repair job to to repair the front bumper mounts. My question is, are there suppose to be a bunch of plates supporting the front bumper mounts? (Pics posted) or what looks wrong here?

Looks like someone welded a thick piece of plate steel on top of that area. I think it’s was hit or rotten underneath. More work and money just added to your resto. Good luck
 
Looks like someone added some filler plates to the inner sheet metal along with an outer plate. I couldn't find much for pictures of mine that would help. I did find one pic of the area when mine was on the rotissarie. No filler plates in mine. I'm sure someone has better pics of the area.
