Fisheye in por15 after using their metal prep

Any idea why this would happen? I'm treating some pitted areas. I'm getting fisheye in the por15. I used their metal prep solution....not sure what's going on. Part was stripped with electrolysis.
 
Oil or silicone would be my guess. Did you use their cleaner/degreaser before the metal prep? I usually use some lacquer thinner, acetone, or prep-sol before the cleaner to eliminate fisheye.
 
Metalprep is for removing or converting corrosion. It has no solvent properties to remove oil, grease, etc.. Before painting anything you should clean things with an oil, wax and grease remover.
