Floor pan advice

So I got this Belvedere restoration mid project and the full floor pan and extensions are screwed in the car and the support rails cross member look like they have been sprayed with rust through primer. My question is about spot welds and full seam welds. I'll put the spot welds down in the middle section of the floor, but I'm not sure about the perimeter. Should it all be fully welded in? Please keep in mind I'm a novice at this and it isn't a meant to be a factory correct show car. I just want to do a decent job of installing it and get some welding practice.

Is there a proper order for welding in the seams and spot welds?

No, from the factory they were not fully welded across on the sides. Just spot welds like the rest of the pan/extensions. The factory didn't weld up the seams either. They just covered up the seams with brushable seam sealer. Rule of thumb, go with a 5/16" hole for your spot welds and space every 1.5" or so. That would be plenty for pans/extensions.
 
I did mine just like Propwash mentioned. Spot welded, and brushable seam sealer.

But from your photos, you've already got rust sweeping back in on your pans. All the rust needs to go away, both top and bottom! Where the screws are, I'd wind up pulling them, and weld up the holes. Where the holes are, is pretty much kinda how the factory welded the pans in. Factory also used the seam sealer.
