Floor shifter trouble

Hi there everybody I have a 1969 Plymouth GTX with a 440 4 bbl and the issue I am running in to is that the previous owner installed a new floor pan on the driver side and welded over the console shifter pass through hole I was wondering if anyone has the hole size handy and how to mount the rubber and steel ring that comes with the replacement floor shifter, any suggestions or ideas will also be very helpful thank you!!!

Looks like 1/2 the hole is there....how bout cutting the overlapping sheet metal and then drilling new holes for the screws?
 
Use the ring you have match it up to the half hole and then mark out the other side. Use a jig saw cut out the hole and mark the hold down screw holes.

That is exactly what i ended up doing and it worked out great thank you for the reply i apologize for the unreasonably late response.
