Can a rear leafspring front hanger from a 68-70 B-body be used on a 65 B-body?

No it can not!

While it will fit, the spring is too long or short.....I forget which it is.

What about the bolt pattern, those 4 bolts is that the same?

The 68-70 Dodge are longer than the Plymouth front hangers by approx 1".This makes the difference in the advertised wheelbase as Dodge is longer.

Yes, bolt hole pattern is the same.
