Gas tank pad on a 66 belvedere

I have a gas tank pad problem I Think! I put a new tank on the car and a new tank pad. The new pad is some what thicker it seems that when I put the fuel neck in the new tank it doesn't go in far enough . Because it leaks around the grommet. I think the pad is not letting the tank set back far enough . The old pad was made out of a tar paper material . Any suggestions from you Guys?

Mine leaked too when full, found out the grommet was push in and rolled over on one side but couldn't see it from underneath.

Yeah, my pad was thicker than stock & I had to use a piece of plywood and a jack to get the tank all the way up the first time I installed it.

About that seal..... isn't there a newer (e.g. maybe late 60's/early 70's) "double lip" seal that fits & still looks stock from the outside? That might help.
 
OK I will check that also. Does anyone know what material the original pads were makeven of?
 
I covered my tank top with second skin, which is pretty thick. I tried the new double seal grommet first attempt at install and had leak issues. I ordered one for a 67 GTX from a fuel filler supplier and it seems like a tight install, but leaked something awful. I went back to a new original type grommet and that solved the leak issue.
 
I hear a lot of guys with 66/67 fuel fill inlet issues, always seems like it has to do with the tube's grommet, as for the pad, i just buy a roll of tarpaper and cut myself a sheet, a thin layer is all you need keeps out moisture between the tank and trunk skin.
