Weak springs would cause a lean condition, not rich.
Disagree.......weak or "tired" springs, would allow them to react faster to falling manifold vacuum or yield a richer mixture...... The spring tension on the step up piston lifts the metering rods sooner is tired.....yes??

Springs push up the step up piston, vacuum pulls down. When the spring is weaker, the metering rod stays in the jet longer, preventing enrichment.
By the way, the springs may not necessarily be weak or tired, they could be just the wrong ones. These springs are available in five steps to react from 3"Hg up to 8"Hg of vacuum.

No, a stronger spring will allow the step-up to react faster to falling vacuum and enrichen...
