Hardly any brakes What?

I bought this car last fall and I'm just now getting it out of storage. Both last fall and now it has 10% brakes. It has power drums but I'm standing on the pedal even at 5 mph. Fluid is good what should I check?

I'd bet Master Cylinder diapraghm

Booster have vacuum? Or has a bad diaphragm....

Is the pedal hard or is it going to the floor?

Hard. Not spongy or soft.

Check vacuum at the booster. Do you hear any hissing when you apply the brakes?

If you pump the brakes 3 or 4 times then hold the pedal down and start the engine the pedal should go down noticeably, if not the booster is bad.

I'd bet the rubber hoses are plugged. Seen this many times.
