ok i have a 1971 Plymouth satellite/roadrunner. it had a butchered dash in it i just installed the new dash frame and im trying to wire up the ralley cluster but i dunno what im doing wrong here is a pick of how i hooked it up. the car has a painless wiring system in it for an fyi. the heavy yellow wires are in series with the maxi fuse. the colored wires to each gauge are for their respective sensor, fuel water oil. the wiring diagram for the original stock settings shows the water fuel oil gauges connected by a common wire to the voltage regulator on the back of the dash, and im guessing by the diagram the voltage reg is supposed to have a keyed 12v source which is the wire on the right. with the key on the voltage regulator begin to click ever 15 sec or so then that gauges start climbing and will peg with the engine off. someone please help im at wits end

I've found that when completely bizarre stuff is happening, like gauges climbing with the engine off, courtesy lights flashing when the turn signals are on, or other insane behaviors, the cause is always a bad ground.

Most likely you've got a bad grounding wire somewhere and it's allowing voltage to go where it's not supposed to be, which is why the gauges are going nuts. I would double check every grounding wire and make sure the whole rig is properly grounded.
 
Typically, if the gauges peg out, it usually means that they have power going to them + they have a direct ground to complete the circuit. You say this is happening with the key off. If so, take a test light or voltmeter to check the gauge terminals for power with the key off.
 
Also ... do one gauge at a time. Once you get it working then if the problem occurs on subsequent gauges you'll have a point to begin detailed diagnostics.
