Help! Steering column question!

i am trying to remove the column shift steering shaft collar to install a floor shift collar without gear indicator and column shifter. I've made it to the below piece (steering lock) and cant for the life of me figure out how to get it off the shaft! It doesn't appear to be a press fit, it acts as though there is an internal snap ring or something holding it! I've tugged on it pretty good with a puller but it didn't budge! Help!

If I remember correctly there is a tool that is U shape,and threaded sleve that fits over the shaft.It will push down on the tooth ring that is spring loaded and will uncover a snap ring to remove the tooth plate.
 
Got it! Removed the crimped on sleeve, there's a roll pin through the shaft that holds the tooth ring on. Thanks for the help!
