I need some Stromberg WWC info

I rebuilt my WWC carb this weekend and it seems to be working fine but I don't understand the choke assembly . The carb has the well type choke plus the vacuum choke pull off . Everything appears to be hooked up correct based on the few pictures I've found on the net and with that said the vacuum pull off seems to serve no purpose whether its working or not . Can anyone school me on this ?

It should open choke part way when engine starts, and continue to pull choke completely when engine warms up.
