instrument cluster removal

Is it easier to remove the lower dash pad first before removing the instrument cluster? 69 RR. I had a hard time last time I pulled a cluster. Seems like the prob is the switch panel that has to be removed first. Removing the lower dash pad would make it easy to get the switch panel off.
 
No at least not for me I take out the switch panel and the the cluster comes right out, I have had a lot of practice with mine so i can get mine out in less than 10 min.
 
for me yes, but i like to take my time not to screw anything up. last time i pulled mine i just pulled the drivers bucket. pulled the lower pad and dropped the column. probably more than you need to do but i didn't break anything. that switch panel can be a bitch, its easier to get in and out with the pad loose.
