Do I have to take the steering column off to remove the instrument panel on a 73 roadrunner?
New a tach is any one know where there's one.
 
Its easier when the steering column is not in the way, however, you can loosen the 3 column retaining bolts on the bottom of the column, which will allow it to drop down, also you may want to remove the steering wheel, that helps to get the cluster out once the column is lowered a bit.

x2 on that. Had to drop my steering column when I patched up the wiring on 74' a few years back.
 
On my 72 Coronet I take the steering wheel off. Take out the bolts out of the column to floor support and then take the nuts off the column and drop it down. I put a towel over a jackstand and lower the column down onto the jackstand. Disconnect the speedometer and rehook up it with the column down It's much easier. You need to disconnect the nuts that hold the heater controls onto the bezel. On mine there is also a braket bolted to the back of the heater control that attaches to the bezel. This is all easier to get to when the steering column is down.
 
Put a towel over the top of the steering column and put tape around metal part of dash so nothing gets scratched up
 
One other thing, be very careful with the environmental controls, especially the gray plastic that they are mounted to. That stuff is super brittle after all these years and cracks easier than eggs when you're removing the instrument cluster.
