That does not look like a factory weld job to me. It looks like when I was teaching my son to weld when he was 10.Hello,
After purchasing this 70 Road Runner, I looked closer at the 4 speed hump and thought for sure this couldn’t be factory. Some hack job did this and a poor one at that. I showed the pictures to a reputable builder and he felt that it is factory done.
The fender tag is for a 4 speed car but I want to get other’s opinions on this one.
Any chance it came from the factory this way??

I agree totally with Hunt.D21 is 4-speed on the tag, and yes that bracket is held on by sloppy factory welds. Someone just cut the hump out for some reason in the past and then came to their senses and put it back in. That's my story and I'm sticking to it.
I'd go with that IF the numbers on rad support and trunk rail match. Otherwise it's a re-body.I agree totally with Hunt.
