left kick panel (driver) wiring question

Does the small bracket (painted white in foto) bend over the wiring harness to secure it better? If so, should it bend down over the wires or bend up over the wires? (It is shown "standing at attention" in the foto Ha-Ha) Thank you.

I would think 'down' wiring in the trough.
 
Yep. Those little tabs extend all the way along the rocker panel. You put the wires on the rocker & fold the tab down over the top of the wires.
 
I just installed insulation in the hollow area you have shown in your pic, on my charger, then covered it with some mastic type foil sound/ heat insulation you put under the carpet, I was upgrading what the factory did to help keep the heat out on some areas they did not cover, and up into the fire wall foot areas. The floor sheet metal was hot above the pedals in one 6 inch x 12 inch area. It will be a little better now and somewhat quieter too. They did a great job in 1973, for some reason the floor area closer to the sill plates was not insulated.
