What type of work, did you do for them prior ?
before trying to get the license for them

If it's a govt. funded, county or state or a even city job, especially

I'd;
Hire a lawyer for unfair termination, if it comes to that...
They will usually take it on a percentage (like 40%)
with no money up front or until they win the case,
if it's a reputable Law firm...
 
Municipal employer changes a few things-

The county job I used to have was very scared of negative press.
They also had a fully staffed HR department to make sure t's were crossed and i's were dotted.
Even then, most of the time they would settle and/or cave if challenged.

Agree if union, get them involved.
I've seen that work many times.
It also means that if you win, depending on how much contact you then have with those that were ruled against, you may be able to stay on and be "happy".

How many employees total in the municipality?
How many in your department?
Can you change departments if necessary?
 
Grow your beard out, put some shoe polish on your face, wear a turban and learn to speak in an Indian accent or Pakistani accent and you’re good to go.
