So today when I fired up my car, my volt meter that's installed in my car tells me that its got more than 16 volts and sometimes it goes above 18, and when it does, there's this really obnoxious squealing like a belt was slipping. The volt guage is hooked up to one of the ballast resistors on the alternator.

Has anybody experienced this problem before?

How good of a voltmeter do you have? Put a nice DMM on the system and verify the high voltage.

After a test with that, the voltage regulator may be a problem or possibly the battery (unlikely).

Get a good reading with a reliable calibrated meter and get back to us.

ya i agree very good chance your voltage reg is bad but as randy said use a handheld voltmeter to verify the one you have in your car is accurate

I had a premonition that it was the regulator but I just dropped a brand new regulator 6 months ago. It's just like a black volt reg. that says Mopar Voltage Regulator on the front.
