Any ideas on what the hole is for the one in the middle of the 3 double pleats

Nope the plastic nail holes are above and to the side they have a counter sink hole I'm talking about the hole just above were the antenna cable is looped around you can see the hole from the inner guard side the countersink is opposite to the plastic nail holes
 
What year car? It must be an A/C cowl? On my 69 non A/C cowl there is no hole like that. Not sure on an A/C cowl. So for now I would say someone drilled it. As for a reason anyone's guess. The driller is the only one to correctly answer that question.
 
One day when I'm long gone they'll ask the same thing about my car.
It was a nitrous line.
 
could this be guilty party for the mystery hole ? anyone know were this bolts up too under the dash

I think that is a cover/shield for the passenger side of the AC box. It bolts the box under the dash, not the firewall. You actually see it when you look under the dash instead of the box. I have one identical that came out of an untouched 69 coronet 4dr AC car.
