Needing help with installing R/T taillight panel and side scoops!

I am making my 440 model Coronet into the R/T version, and i have the tail light panel, but i am wondering if anyone has or knows of an easy way to make a template to get the holes drilled in the correct spot, or any good ideas or recomendations or suggestions, also same question for the side scoops that go behind each door on the quarter panels, thank you in advance!
